Stephen works with for-purpose organisations to measure and amplify their impact. In his current role at the Department of Health and Human Services Victoria, he is working on designing and implementing new approaches to embed the use of evidence-informed practices and programs in child and family services.

Before this, Stephen was a researcher and social impact facilitator at the Centre for Social Impact at USNW in Sydney, leading the development of shared outcome measurement in the housing and homelessness sector in NSW and measurement and evaluation approaches for outcomes-focused commissioning and placed-based interventions.
