SIMNA WA Event: What if? Exploring the counterfactual in impact evaluation

Join us on 15 May 2018 for this SIMNA WA workshop on the counterfactual. Our presenter is Rick Cummings, Emeritus Professor at the Sir Walter School of Public Policy and International Affairs at Murdoch University.

To understand impact, we must ask two fundamental questions:

  • What happened? What would have happened anyway?

To answer the second question, we need to understand the ‘counterfactual’: what would have happened anyway. That requires having a ‘control’ – that is, a situation in which everything is the same except the work undertaken by the program under review.

This session will start with a presentation exploring the underlying logic of the counterfactual, consider suitable criteria for assessing counterfactuals, and the potential benefits of measuring the counterfactual, particularly in providing influential information to key stakeholders. An example of the use of the counterfactual in evaluating a WA government crime prevention program will be presented.
